Do anyone know which company can check the Air filter boxes above the windows?

Dear neighbours,

I would be grateful if you can help me out with this. I have problem with the white noise from traffic. Specially, my bed room is on the Westerdoksdijk side. No matter the air filter boxes are closed or opened, the same amount of traffic noise comes through them.  I guess that they could be defect.

I would like to have someone to check them. Any tips?
